ZAFFAR IQBAL
Established Transport Department & Provincial Services Academy; Former Senior Member Board of Revenue
He joined the Khyber Pakhtunkhwa Provincial Civil Service (Executive Group) in 1984 and rose to the senior management position of Senior Member, Board of Revenue, Government of Khyber Pakhtunkhwa. He rendered thirty-five years of distinguished service and maintained a lifelong association with the administration of law and justice, encompassing assignments from magisterial criminal courts to the apex revenue court as Senior Member, Board of Revenue. He holds an impeccable record of public service, during which he headed five key government departments, including Transport; Energy and Power; Science and Technology and Information Technology (twice); Labour; and the Revenue and Estate Departments.
He holds a Bachelor of Laws (LL.B) and a Master of Business Administration (MBA). His professional training includes the Senior Management Course from the National Institute of Management and the National Management Course from the National School of Public Policy; an MSc in Public Administration from the United Kingdom; a course on Accountability in Government and Business from the United States of America; a Ministerial Workshop on Transportation from the People’s Republic of China; and participation in a Conference on Solar Energy in the Federal Republic of Germany.
He made substantial contributions in the fields of institution-building, public policy, reform, and development. Among his notable achievements are the establishment of the Transport and Mass Transit Department and the creation of a dedicated training institution—the Khyber Pakhtunkhwa Provincial Civil Services Academy. As a founding member, he is a permanent member of the KPOGCL Board and also served as the company’s first Chief Executive Officer. He successfully negotiated and brought to fruition the National Petroleum Exploration and Production Policy, 2012, securing a sustained and significant revenue stream for the province post 18th Constitutional Amendment. Furthermore, the KP IT Policy, 2014, and the KP Digital Policy, 2018, were formulated under his stewardship.
