Sahibzada Saeed Ahmad has extensive experience in public sector management at strategic and operational levels. He led the Public Financial Management Reforms in Khyber Pakhtunkhwa. As Secretary Finance Department, he served at the apex position of Public Financial Management for four budget cycles and steered Khyber Pakhtunkhwa to relative fiscal stability by introducing far-reaching reforms pertaining to transparency, accountability, and participatory wisdom. It goes to his credit that Khyber Pakhtunkhwa never experienced financial stress during his stint as Secretary of Finance and it retired the majority of heavy loans. He established the FATA Secretariat and introduced a number of reforms to improve the lives of people in the tribal areas and worked with a definite degree of success towards the reduction of conflict in the region.
