HABIBULLAH KHAN​

Former Chairman of Pak-Afghan Cooperation Forum; Former Secretary SAFRON; Former Minister of Ports and Shipping; Former Chief Secretary FATA

He obtained his Bachelor of Sciences in Electirical Engineering from the University of Peshawar in 1975 and joined the prestigiuos Pakistan Administrative Service in 1980. In 1988, he completed his Masters in Public Management from Carnegie Mellon University, Pittsburgh, USA. It was followed by his Masters in Economics from the University of Peshawar in 1989. An Advanced Course in Management from the National Institute of Public Administration (NIPA), Peshawar (1997-98), a National Management Course form National Management College, Lahore (2007), Strategic Leadership Programme from Oxford University, UK (2010) and a course in Refugee Law and Policy from the University of London, UK in 2012 are few highlights of his professional trainings.

During his career, he progressively moved to positions of increasing responsibility. During 1980-95, he headed seven Districts and Agencies including Peshawar and the most strategic areas of South Waziristan and Khyber. As Director General, he steered the World Bank sponsored Social Action Program for Balochistan. During 1999-2006, he participated in the Post Conflict Recovery Operations of Kosovo as member of the United Nations’ team. On return to Pakistan,  he was entrusted with responsibility to lead the Provincial Earthquake Reconstruction and Rehabilitation Agency (PERRA) in Khyber Pakhtunkhwa.

As Additional Chief Secretary, he headed the Federally Administered Tribal Area (FATA) Secretariat- envisioned as a strategic arrangement dedicated to the management of tribal areas. At the peak of his illustrious career in civil service, he remained Secretary States and Frontier Regions (SAFRON) Division and the Ministry of Ports and Shipping. During 2016-19, he contributed as member of the Federal Public Service Commission. He was a member of the Task Force on merger of tribal area with Khyber Pakhtunkhwa. He remained as founder Chairman of Pak-Afghan Cooperation Forum, an organisation established for humanitarian assistance and institution building of Afghan Government in 2021-22.

He regularly contributes to professional development courses for senior civil servants in the National School of Public Policy and officers of the armed forces in the National Defence Universty and Staff College. He had been guest speaker at international forums including the Atlantic Council, Middle East Institute, John Hopkins University, USA, and Wilton Park Workshops on topics related to the management of tribal areas, the Pashtun Context, Afghanistan and Pakistan. He lobbied for Pakistan in US Congress. In 2004, he produced an english translation of  “RILINDJA” a compilation of Albanian poetry. His publications include his memoirs “ASHUFTA BAYANI” and “ZAR TARASHAI”  in Urdu.
