SAHIBZADA SAEED AHMAD

Established FATA Secretariat; Led Public Financial Management Reforms; Former Secretary of Finance Department

Sahibzada Saeed Ahmad belonged to the Pakistan Administrative Service and retired in Basic Pay Scale-22 as Secretary to the Government of Pakistan. He has extensive experience of public sector management at strategic and operational levels.  He has first-hand knowledge of governance issues at the district level due to his exposure to district administration in his capacity as Deputy Commissioner and District Coordination Officer in number of districts in Pakistan.

He led the Public Financial Management Reforms in Khyber Pakhtunkhwa. As Secretary Finance Department, he served at the apex position of Public Financial Management for four budget cycles and steered Khyber Pakhtunkhwa to a relative fiscal stability by introducing far reaching reforms pertaining to transparency, accountability and participatory wisdom. During energy emergency in Khyber Pakhtunkhwa, he was assigned the portfolio of Energy and Power Department, where he devised and implemented a fast-track energy strategy for the province.

He established the Federally Administered Tribal Area (FATA) Secretariat and introduced a number of reforms to improve the lives of people in tribal areas and worked with definite degree of success towards reduction of conflict in the region. Upon promotion to pinnacle of civil service at Basic Pay Scale-22, he was appointed as Secretary, Federal Tax Ombudsman, Islamabad.

After retirement he pursued various assignments as Lead Consultant with USAID and Adam Smith International. During 2018-2020, he worked as Head, Strategic Support Unit (SSU) in the office of Chief Minister, Khyber Pakhtunkhwa. The initiative was supported by DFID and UNDP as a Delivery Unit to oversee performance of critical Departments and Special Initiatives.

In May, 2015, the Board of Governors, Medical Teaching Institution Hayatabad Medical Complex unanimously entrusted him with the responsibility to chair the Board. In this position, he rendered gratis services for eight (08) years, provided strategic direction to the working and management of Hayatabad Medical Complex and transformed the Institution as a state-of -the-art public sector health facility. He also worked as member of the Policy Board and contributed to the formulation and implementation of policies for Medical Teaching Institutions in Khyber Pakhtunkhwa.

In 2021-22, he briefly served as Special Assistant to the Chief Minister, Khyber Pakhtunkhwa on Energy and Power.
