ASPIRE-KP Extending Toward Minerals, Youth and Local Governance Sectors
On July 10, 2026, the leadership of ASPIRE-KP gathered in Niazabad for a pivotal meeting that promises to reshape the development landscape of Khyber Pakhtunkhwa (KP). Under the guiding hand of Chairman Muhammad Shehzad Arbab, and joined by board members Habibullah Khan, Arbab Muhammad Arif, Dr. Qibla Ayaz, Hifz-ur-Rehman, and Program & Administrative Officer Tariq Shah, the team mapped out a bold, multi-front strategy designed to tackle some of the province’s most critical challenges.
A major focus of the discussion was a strategic pivot in the organization’s approach to higher education reform. Although a planned joint conference with the Higher Education Department (HED) is temporarily on hold due to a recent transition in the department’s leadership, ASPIRE-KP is keeping the momentum alive. The board is shifting toward a proactive, legislative-led path by leveraging their existing partnership with the Provincial Assembly. To bypass bureaucratic delays, Arbab Muhammad Arif will coordinate with the Secretary of the Provincial Assembly, while the Chairman plans to engage the Speaker directly to facilitate an in-person briefing for the Standing Committee on Higher Education. Despite the shift, ASPIRE-KP remains committed to supporting the HED’s cabinet-approved Strategic Framework, particularly in refining governance and advancing statutory reforms.
But education is no longer the sole frontier for the organization. In a landmark decision, the Board officially approved ASPIRE-KP’s expansion into four critical new thematic areas: Youth Employment, Climate Change, Local Governance, and Minerals. This broadening of scope reflects a holistic vision for sustainable provincial development, beginning with a swift push for local governance reform. Drawing on his expertise as the former Secretary for Local Government, board member Hifz-ur-Rehman has already submitted a draft Charter of Local Governance to the Provincial Assembly’s Special Committee. To champion this cause, the board agreed to host a dedicated conference on the Local Governance System in KP in collaboration with parliamentary leadership.
The board also addressed regional dynamics, building on the remarkable success of their recent Pak-Afghan Jirga, which brought together diverse political, academic, and religious voices. Acknowledging that local development is deeply tied to broader Afghan policy, Dr. Qibla Ayaz highlighted the high public expectations for the organization to keep driving this dialogue forward. To do so, ASPIRE-KP will soon host an exclusive focus group discussion with 25 to 30 key stakeholders to dive deeper into these regional policy issues.
To sustain and fuel all of these ambitious initiatives, the organization is officially launching the ASPIRE-KP Fellowship Program. Designed to build a powerful network of talent, this associate membership initiative will recruit an initial cohort of 10 to 12 highly qualified, mid-career professionals. Board members are currently finalizing nominations, with plans to wrap up the selection process and host an orientation session within the next two weeks.
